University-wide carpark management update
In September and October 2024, TU Dublin hosted five hybrid engagement sessions at each campus to more than 200 students and staff, to present the new approach to car park management across campuses and to gather feedback. The sessions gave an overview of current carpark management, the proposed plan and cost for a new universal parking permit, as well as sustainable travel facilities and the available public transport connections to each campus.
The key concern raised is that of having an equitable approach to car parking and meeting the expectations of TU Dublin as a large public sector body under the climate action mandate.
Feedback gathered during the sessions and from the online form have been considered, are appreciated, and helped inform a revised plan. The latest feedback and initial findings of the Smarter Travel Survey have also been considered. A full Travel Survey Report will be published in February 2025.
From September 1, 2025, there will be paid parking on all campuses. This date has been deferred from January 2025 to allow staff and students to make plans and adjust to the change well in advance. More detailed information on this plan will be available on our website in 2025. In the meantime, the information below provides an overview of the plan, charging model, and actions taken to enhance the plan.

The New Universal Car Park Management Plan
- APCOA is to manage car parking and permits at all campuses*
- From 01 September 2025, there will be paid parking at all campuses
- A five-week grace period will be in place from 01 September – 05 October, where clamping will not be in operation, this is to allow time for permits to be purchased
- Paid parking management will be in place 12 months of the year
- Permits will be available for one year or one academic semester
Paid parking days and times
- Aungier Street / Bolton Street - Permit only in operation 8am – 5pm, Monday to Saturday
- Blanchardstown Permit and Pay and display in operation 8am – 5pm, Monday to Friday
- Grangegorman Permit only (Park House, East Quad) in operation 8am – 5pm Monday to Saturday
- Grangegorman North Circular Road Permit and Pay and display in operation 8am – 6pm, Monday to Saturday
- Tallaght Permit and Pay and display in operation 8am – 5pm, Monday to Friday
Charging model
- €80 annual permit
- €40 Semester 1 permit (September - December)
- €40 Semester 2 permit (January - August)
- €1.50 per hour / €5 per day Pay and Display parking at Park House, Blanchardstown and Tallaght
- €60 clamp release fee, except in North Circular Road (which is not managed by TU Dublin – there it is €100)
- TU Dublin do not receive revenue from clamp release fees
Feedback from engagement sessions enhancements have been made to the plan
Carpark Management
- A single semester permit is half the cost of annual permit at €40 (reduced from €50)
- Universal permit across campuses
- Weekend parking at Tallaght and Blanchardstown to remain open and free for all users
- Barrier to be installed at East Quad for staff only parking
- Number and location of blue badge spaces by Central Quad being reviewed
- New APCOA staff assignment at Grangegorman site
- All APCOA machines to upgrade to card payment, with coin bank full alerts
- Upgrades to carparks where necessary (paintwork markings, pay and display machines, signage)
- Motorcycle parking to be identified and marked on Grangegorman and Aungier Street
- Parking management website in development
New and ongoing actions to support sustainable travel
- Smarter Travel Survey 2024 complete, with report scheduled for February 2025
- Travel and Mobility Plans in development for each campus
- Permits continue to subsidise Blanchardstown shuttle bus
- EOI for Wicklow-Tallaght bus (to be subsidised from permit revenue)
- Ongoing engagement with Apprentices in Tallaght to find a suitable permit model
- Planning complete for bike parking units (at tender stage for Bolton Street, Blanchardstown and Tallaght)
- Twenty new sheltered bike parking stands at Blanchardstown, complete with e-bike charging lockers
- Full Smarter Travel audit complete across all campuses, with recommendations proposed to improve walking and cycling supports
- Walking and cycling facilities to be clearly promoted on the website
- Walking and cycling facilities audit to be completed annually
